When is a Development Application (DA) Required?
Before making changes to your home or business premises in Alpine Shire, you may need to lodge a planning permit application under the Alpine Planning Scheme. Planning permits are required for the following:
- Constructing a new dwelling, second dwelling or townhouses, chalets or visitor accommodation
- Alterations and additions that trigger overlays common in Alpine Shire (bushfire, flood, significant landscape or heritage), including decks, cut and fill and outbuildings
- Subdividing land or realigning boundaries in township or rural zones
- Changing the use of a building or land (for example dwelling to short stay, shop to café or brewery or cellar door, medical or fitness use), often alongside signage or liquor-licence changes
It is important to note that Council cannot grant approval after work has already started or been completed without the required permissions, therefore it is always encouraged to undertake the most suitable approval pathway prior to any construction works commencing.
Preliminary Planning Report
It can often be tricky to identify if a planning permit is required. Our Preliminary Planning Report (PPR) assesses your proposal against the Alpine Planning Scheme, pinpoints zone and overlay triggers, checks relevant particular provisions and outlines the likelihood of approval and next steps.
Alpine Planning Scheme
The Alpine Planning Scheme is the statutory framework for land use and development. It includes the Municipal Planning Strategy and Planning Policy Framework, zone schedules and overlay schedules. Your Planning Report must identify the applicable clauses and justify compliance with their objectives and decision guidelines, particularly where Bushfire Management, flood and significant landscape or heritage controls apply in townships like Bright, Myrtleford, Mount Beauty, Porepunkah, Dinner Plain and Harrietville.
ResCode (Clause 54/55) and Apartments (Clause 58)
These provisions provide detailed design and planning guidance to support the Scheme and are used to assess proposals under the Planning and Environment Act. They commonly cover:
- Setbacks, building height, solar access, overshadowing and privacy
- Landscaping, native vegetation and site coverage, including defendable space in bushfire areas
- Commercial and tourism outcomes such as signage and licensed premises
- Streetscape, parking, access and works near declared roads
Within the Planning Report it is important to identify and determine compliance with these controls. Planna provides a comprehensive Planning Report that addresses all relevant requirements in the Alpine Planning Scheme, leading to a higher probability of approval.
